Ellen was born in 1901, the daughter of Arthur David and Ellen Florence Foulkes.

A Petty Officer Wren with the Women's Royal Naval Service (WRNS), H.M.S. Britannia II. Service Number: 1669.

On 18th September 1942 (While Officer Cadets were on leave), Britannia Royal Naval College Dartmouth was damaged by a Luftwaffe Bomb. The bomb destroyed part of the building where trainee Royal Naval Officers normally transited through a large foyer, damage from the bomb is still visible on the brickwork and a statue inside BRNC. Afterwards, the bombing trainees from BRNC Dartmouth were evacuated to Eaton Hall in Cheshire for the rest of the war.

There were several local civilian casualties but only one casualty from BRNC Dartmouth Royal Naval College. Petty Officer WRNS Ellen Victoria Whittall.

She now has an Officer Training Division at Britannia Royal Naval College named after her, in her honour.
